SWCE Line Extension Policy
The Cooperative will provide service to all customers within its service area who apply for membership and service from the Cooperative in accordance with the standard rules of the Cooperative applicable to the extension to be made under the class of service required. The extension route to be selected by the Cooperative.

Any request for a new service within 200 feet of an existing Cooperative facility, the member shall build to that point, unless due to the size of the load, it is determined b the Cooperative to extend its facilities.
The Cooperative will extend electric service to any site according to the Extension Fees as stated in paragraph B of this policy. A monthly service fee charge applicable to the rate class for which the service is rendered shall begin upon completion of the extension of electrical service. The extension of the electrical service shall be considered complete upon energization of the distribution transformer.
Any and all required permit fees are to be paid by the member.
For housing developments, the Cooperative will extend service to the plotted development at the Extension Rules for single phase and three phase service as stated in this policy.
- Within a plotted development site: all service will be placed along the front lines, and the Cooperative will cross a legal road or street with primary or secondary.
- Estimated cost of construction will be calculated by the field technician. Extension Fees will be established at 25% of the cost, which may include adjusting estimated to actual.
- Plotted development services will be built to completion and charged to the developer (b) above.
- For extensions beyond the front lot line, charges will be the Extension Fees for single phase and three phase service as stated in paragraph B of this policy.
Large Load extensions will be determined individually based on load, site location, and terms.

Prior to the start of construction, the customer shall at no cost to the Cooperative, secure such easement rights as the Cooperative may require, remove all trees, stumps or other obstructions, overhead or underground, within, on or about the right-of-way for the installation of the facilities, establish grade in the easement right-of-way, which shall be within four (4) inches of finished grade and mark all lot corners as designated by the Cooperative.

The Cooperative may install aerial or underground, primary or secondary facilities at their discretion based on feasibility as determined by the Cooperative.
Meter location will be the Cooperative's point of service.
If the total investment required to extend service exceeds $25,000 for single phase and $50,000 for three phase, a special study will be made to assure feasibility and to establish the appropriate charges or guarantees.
If, in the judgement of the Cooperative, the extension provides benefits to other members of the Cooperative, the Cooperative may extend a system improvement credit to the customer giving consideration to current system plans.
All Extension Fees are non-refundable.
